As of now, the law requires a DNA case to be proven upon serving someone for child support. This would allow 'non-custodial parents' to get served necessary paperwork to prove they are aware of the case that is open against them. In cases where they cannot locate the 'non-custodial parent', they will have the ability to serve them when they break the law and receive jail time.
