Every year 4 million homeless animals are killed in US shelters , that's 6+ innocent lives per minute .
A possible solution to this mass murder would be to make it mandatory for every one to spay and neuter their pets , unless they have a breeding license.
Also make rules and regulations to obtain a breeding license more strict so not every and anybody can get one. Make selling animals without a breeding license illegal.
This will encourage more people to adopt shelter pets.
Heavily fine people who refuse to spay and neuter their pets , making it equivalent to keeping at least 5 shelter dogs alive for a year , considering that each litter can have up to 11 sometimes more puppies/ kittens. This way you can ensure that some of the funds to keep shelter pets alive comes from these fine
