Louisiana legislators should make it mandatory for all owners of dogs or cats must have their animals spayed or neutered. this will help with the overcrowding in Louisiana animal shelters, prevent inbreeding, and help maintain healthy pets. Breeders would have to obtain a license in order to excuse themselves from the legislation.
