Make it mandatory for expecting parents to take mental written, oral examinations and income evaluated for child's care.

Today in America a person can give birth to a child and not be mentally fit or financially sound enough to take care of the child and/or children. There are many unfit parents out there which lead to children being born into unsafe environments where they may experience abuse, famine or death. Children are our future and they should be nurtured and educated to the best of our ability. It should be mandatory for people to conduct mental evaluation exams both written and orally during pregnancy and after childbirth. The tests should also be available for those looking to conceive. The parent(s) source of income should also be factored in when planning for multiple children. After this has been conducted they can proceed towards raising or adopting out the child, lowering child neglect/abuse.
