Make it mandatory for Fayette County Detention Center, Lexington KY, to provide classes or programs to State inmates!

Effective 01-01-2013 State inmates are allowed to be housed in the Fayette County Detention Center in Lexington, KY for years instead of months. Some State inmates have years to serve without access to any classes or programs, even court-ordered programs. Inmates should not be housed for long periods of time without some type of reform or thought-provoking activities. Current inmates are playing dominoes, watching TV, walking around in circles 2 hours/day during recreation periods; some will do this for years!! Fights and disagreements occur out of boredom and restlessness. These inmates are human beings and need ways to entertain and expand their brain with some classes and programs. Please help me help those idle minds.
