Make it mandatory for Food Stamp/or welfare recipients to take drug tests to qualify. AND to do random testing.

I would like to start a petition to have welfare recipients tested for drugs when applying. Once they are on the system, do random testing. If you test positive than you're off the system. Or limit what you can buy while on food stamps. Exclude soda,candy and junk food. Food stamps should be for just that. FOOD
