make it a must for children in the system to be placed with their siblings, even after adoption when at all possible.

That siblings are kept together and have the right to know each other and have a sibling relationship. Even when the child has been adopted and a new sibling is born that we make a law to place that new baby in the adopted home of the older sibling/s if at all possible. And stop more loss and hurt as the children became adults. The system is to quck to place siblings in to diferent homes and the children never know each other or never know what happend to their siblings.
