The idea is pretty simple. Because of the risks to both domestic and public safety, any person who wants to legally own a gun must be able to provide proof that they have health insurance upon registration. No policy, no license. A policy such as this will not prevent tragedies from happening but what it will do is emphasize the responsibilities that go with gun ownership.
