I do not think it is unlawful for citizens to stand up to unwarranted police harassment or brutality! But more often than not when somebody does so, police respond by increasing their level of harassment, escalating the situation.
Seeing as police never know who is and isn't a real threat, and non-threatening citizens continue to face police harassment each day, I say we create a scenario which can be invoked by a citizen in which, for example, he/she might place their hands in the air to assume a non-threatening stance, audibly announce their invocation of said scenario which results in a cease of police action against them until their lawyer arrives at the scene.
Police will remain to make sure the person is of no threat, but may not continue so long as the person remains in the position
