Make it so Congress does not get paid for the time they're in session unless they actually come to a conclusion.

Congress enters into session lots of times with either one side or the other content on not reaching an understanding with the other.
So they just waste away time not coming to any sort of resolve and therefore not doing any work.
If it we made it so they only got paid for the times they actually came up with solutions, then they would actually make use of the time they spent in session.
