Make it so pets (particularly dogs) are nationally considered more than property

Ever had someone hurt or kill your animal with the intention of doing so? Ever had someone hurt or kill your animal accidentally such as running over your dog and just run off or pay you 200 dollars and went on with their day? It is one thing if the owner or parent of an animal is being negligent and that directly leads to the death. Its an entire different thing if someone selling something opens the gate and your dogs tears off the yard into the streets to be killed or never seen again. Punishments for these kinds of things are nothing and maybe they have to pay the 100 bucks that you paid 15yrs ago when your dog was a pup. THATS IT?! Maybe they will give you an insincere apology. Please sign this so that emotional/punitive damages in court are allowed and mostly granted. And much more!
