Make It So That Those In Congress and The Senate Can Not Vote On Their Own Raises

I recently read and article where a solider was on his 2nd tour in Afghanistan, he went to get breakfast and found the mess hall closed. A sign hung on the door that said, "That breakfast would no longer be served because of budgetary reasons". On the same day, I read where congress had budgeted themselves a raise. How is that fair? If this country has a deficit shouldn't any extra funds go to those defending us? And how is it fair that they get to vote on their own raises. I don't get to decide if I get one or not. Raises for elected officials should be voted on by the public, not those that would benefit from it. Soliders nor American's should go hungry because congress feels they need more money.
