Make it so you don't have to report last year's state refund on next year's federal return

I think people should not have to file last year's state refund on the next year's federal return. That is considered double taxation and should be illegal. With the middle class as your priority you should not make people pay taxes on the money they already got taxed on. People need to pay less taxes not more. Mr. President you need to do something about this problem.
