The hilarity of this must be put into perspective. If Hiccup is seen walking down the street, all of the dogs will immediately want to be her friend. I also believe that because Hiccup is so self conscious because of her new haircut, that the illusion of more hair on her face, more specifically above her eyes, will make her feel a lot better about her self.
