Make a law that requires every single school bus to be equipped with seat belts.

The law should state that every school bus should have seat belts and the children on the bus are to have the seat belts on at all times, just as is required in any other moving vehicle. A child of age, weight and height that meets requirements for a 4-point harness car seat in a family vehicle, should also be required to be in a 4-point harness on the bus. Same with those who should still be in a booster car seat in any other vehicle. The safety standards of a child should not be lowered based on being in a bus versus a sedan.
