Make a law saying that if any state wishes to succeed from the U.S

This law is to state that any of the 50 congressional states wishes to succeed from the United States, first have all legislators from that state including the governor vote unanimous. A 60% vote of yes by the population, send in 27 grievances that are verified unconstitutional by the chief Justice of the Supreme Court. And final have national guard of that state to be relived of their duties.
