We the people ask the federal government to Call on Congress to act on an issue:

Make a law stating that you must pass a psychiatric evaluation to purchase a firearm in the United States.

In a U. S. Case-study from 2011 to 2013, it was found that 79% of mass shootings that occur in the United States are attributed to people who claim to be mentally ill, but they have access to firearms. Some mass shootings are committed in the heat of the moment by those who are not in control of their anger. Mental counseling would help these people, but guns are more affordable and easier to get a hold of. If we could enforce a law that states you need to get a psychiatric evaluation from a licensed psychiatrist in order to purchase a firearm, events like the recent Orlando shooting would be less common and mass shootings could one day be a thing of the past in our country.
