make a law which forces all African-Americans to wear reflective vests at night when crossing the street.

I propose, in the interest not only of the safety of African-Americans, but in the safety of the entire spectrum of humanity, that the Obama Administration should form a bill to be passed through congress which requires all African-Americans to wear reflective vests when crossing roads at night. I leave the stipulations of who qualifies for this bill to the Obama Administration. The government has the intrinsic duty to protect its people. I believe that this would lower the African-American pedestrian death rate. As far as can be foreseen, there would be no negative impact of this bill in any way. Every 5 seconds from 8 pm to 7am, a black person is nearly ran over after attempting to cross the street. Please, end this madness.
