Make the laws governing fair use of copyrighted material more clear

Fair use is something that's getting more and more press as the debate about what is and isn't fair use becomes larger and larger.

Right now, the definition of what is and isn't fair use is essentially non-existent, which makes it impossible to easily defend lawsuits brought against individuals who use copyrighted content for fair use purposes. This lack of clearness in the laws allows lawsuits to go on for years, making legal costs go through the roof. This can damage individuals and their careers.
