Make at least a 30 minute recess mandatory for all elementary children which can't be taken away for punishment, etc.

My hope is to make at least a 30 minute recess mandatory for all elementary students that cannot be taken away as punishment or to be used to make a child do makeup work. It is important for children to have time to expend their energy at school after long periods of study. Social interaction is vital at such a young age, but more and more taking away recess time is being used as a punishment for not turning in homework, for not finishing in class work or other various forms of punishment. I ask that we make at least 30 minutes of recess mandatory for these kids. Research shows kids work better after they have recess. There is also a reduction in behavior problems. Kids need recess.
