Smart phone data services in the United States are some of the most expensive in the world, surpassed only by our Canadian neighbor. The anti-competitive nature of the American cellular industry is an embarrassment to this country.

The first item that needs change is device locking. Cellular providers have been locking the devices and networks they sell them on to prevent customers from moving between carriers. This practice is anti-competitive at best and results in little competition between providers.

We propose that phones sold under GSM brands be unlocked from the factory by law.

We further propose that CDMA providers be required to allow all CDMA phones, (regardless of original provider), to be activated on their networks.
