Make mandatory computer networking devices be registered to an entity, person or business.

All devices capable of being networked to access the internet or intranets should be registered like an automobile. This would in turn make it hard for anyone to use an unregistered NIC card on the internet or intranets. Effectively putting a finger print on a computer system, which in turn would point to an illegal user, a hacker or someone trying to scam, hack or maliciously use a computer in some illegal way.
No registration, no network access. Just like cable boxes, if it is not allowed on the network it can't access it. This policy should be used all over the world, and I should have the say in what countries I want to communicate with and what countries can communicate with me.
Each device would need to be registered to a person, an address with a valid ID, transfers need doc's.
