make mandatory the implementation of roof gardens on every major building in cities to combat CO2 made by cars

To Help combat excess CO2 produced by cars and to improve air quality, we should have it mandatory that every business and apartment community should have a rooftop garden.

Not only do rooftop gardens improve air quality, it holds excess water from large rainstorms and makes food production cheaper as it is home grown.

PLEASE HELP OUR ENVIRONMENT AND MAKE THIS HAPPEN!!
