Make mandatory jail sentencing and make it illegal for any dog fighters or owners of dogs who allow their dogs to fight

I would like it mandatory for any pet owner who has been proven either by film or other means to have used their pets as murders of humans or pets to be banned from owning animals for the remainder of their lifetime and any household member be allowed to own pets. That we set up an animal abusers web site to protect the public and animals from being another victim. I would also like that there be a mandatory jail time given to any animal owner who insights any harm by their pets.
