Make members of Congress ineligible for reelection if a budget cannot be passed within their term.

Congress has for years neglected their main constitutional responsibility and continued to be divided along party lines. We should make members of congress ineligible for reelection if a budget cannot be passed within their individual term. By placing all of their individual political careers on the line in the event they cannot do their job, the motivation to better serve the people of this country will be increased past party lines. If no budget is passed than everyone in congress loses. I feel this measure should be placed against standing members and should omit first term congress members.
