Make military service required to obtain a college education and right to vote.

The citizenry has believed that both a college education and suffrage (voting) are rights for all Americans.

If that is true, then make them earn them by serving at least 4 years in the US military or 6 years in Americorp/Peace Corps.

After completion of one's service, he/she will be allowed to vote, service in public office and receive 4-8 years of college education at no cost.

Those who choose not to serve will not be allowed to vote or serve in public office and only allowed to attend college at full cost if there are any slots not filled by those whom did serve.
