Petition to create a requirement of prior honorable military service for the position of Secretary of Veterans Affairs, and other high positions throughout the Veterans Affairs organizational structure. Every secretary has been prior service, but this would also enforce the regulation for every head of all the subordinate organizations and hospitals.
