Improve Native American Civil Rights by doing the following;
Separate the Lakota-Sioux into two separate tribes with their own reservations, give the Black Hills to the Lakota, move the Cherokee eastward back to the South, promote each individual tribes heritage and ethnic purity, campaign against alcoholism, and finally improve funding.
