Make new federal guidelines for mandatory minimum sentencing on sexual assault and statutory rape of children.

Sexual assault of children is universally known to be the most heinous of crimes. It's a crime that is unfathomably vile yet an alarming amount of child molesters walk free. Robert H. Richards IV of Delaware, was convicted of sexually assaulting his three year old daughter and infant son by touching and penetrating them with his fingers while masturbating. He received probation and rehabilitation, with no prison sentence. We ask the Obama administration to review the case of the State of Delaware Vs. Robert H. Richards IV, and to make new minimum sentencing guidelines to make sure that every convicted child molester gets a prison sentence.
