Make a new more efficient space program made for the purpose of discovering new habitable planets and traveling to them.

I am hoping to help start a new program that will be more focused on finding alternative planets to live on if need be, while at the same time searching for new life, and advancing human society in a way we haven't been ambitious enough to do since the space race. I think something such as this could take people's focus from things that are really not very paramount to the advancement of life on our planet. Also, it would be really cool.
