Make nicotine a Schedule I controlled substance.

A Schedule I substance is defined as a substance or drug with no known medical value and a high potential for abuse by those who use it.

Tobacco, namely nicotine, has long been absent from pharmacopoeias and from medical practice. Nicotine is one of the most toxic substances known to man. It is also highly addictive and has thoroughly documented long term health hazards. Yet people who are addicted to this substance continue to use it. If ever there was a drug which clearly belonged on the Schedule I list, this is one of them.

If cannabis (marijuana) or THC, a substance which kills no one and is thoroughly documented as safe and non-addictive, is a Schedule I controlled substance, surely nicotine deserves such a classification when it kills millions of its addicts each year.
