The National Instant Criminal Background Check System (NICS) is currently only available to Federal Firearms Licensed (FFL) Dealers. For private party sales there are no resources available to ensure the person buying a firearm meets federally mandated requirements to own/possess a firearm. If you ask an FFL dealer to do the background check they will usually turn you away, offering to sell the buyer one of their guns instead.
We hereby petition President Obama & his administration to make NICS available to the average citizen for private party sales. The system should be made available online & via telephone. A simple "GO/NO-GO" and compliance with Title 18 US Code 926 is all we ask for. System use shouldn't be mandated for private sales, but at least made AVAILABLE.
