Make non-disclosure agreements for National Security positions binding

It was once thought that non-disclosure agreements were basically contractual and binding. However, concerning the former Secretary of State Hillary Clinton (and her associates), the non-disclosure agreements they signed were not deemed to be anything more than a piece of paper. No where does the word "intent" exist in any NDA I have ever seen, so it would behoove our Government to re-iterate that intent is irrelevant - actions are.
