The NSA is collecting all our personal data from our cell phone use anyway. We might as well have them do something useful with it. Accordingly, we want the NSA to create a "cloud" where they store our contacts, photos, apps, etc. That way when our iPhones inevitable die (usually right before Apple releases a new one and always before we're eligible for an upgrade) we don't lose anything!
