"Odds Are" is a contract wherein a person must fulfill a certain task if both individuals simultaneously select the same number out of a given range.
According to the Broken Windows Theory of crime, decreasing petty crime decreases violent crime. In order to reduce criminal activity such as murder, grand theft, and arson, the US must first reduce crimes such as vandalism and breaching Odds Are agreements.
By not fulfilling an Odds Are an individual breaches a contract that should be legally binding - a nuance filled and oft not addressed area of American law. Not following through on a contractual agreement would normally result in legal action and thus the same treatment should be applied to Odds Are agreements.
