Make organ donations automatic for every American, with the option to opt out of the program. This will greatly Increase the amount of organs available to those in need while allowing those who do not wish to donate the option of opting out. I believe more people wish to donate organs than not. This allows the vast majority of americans to help each other without going through the painstaking task of designating themselves as organ donors.
