Labels, which provide nutritional information and cooking instructions on packaged foods, are not accessible to low-vision and fully-blind consumers. Increasingly, manufacturers are making cooking instructions smaller in font size and unreadable with the backgrounds. This poses a challenge when buying foods as well as cooking foods once home.

Please direct the USDA to require all packaging labels to use scannable image media, (e.g. QR Codes), to provide visually-impaired consumers the freedom to make independent and informed purchasing decisions. With today's existing technology supporting such access through smart devices and braille display outputs, such a solution is low-cost to the manufacturer yet opens a world of independence for consumers.
