Make petitions with a high response a public matter.

Any petition that recieves 20,000 or more signatures should be e-mailed to all the members of "We the People" Then if the petition gains 80,000 or more signatures the petition should be reported in the media, mailed out, or pushed as a sponsered post on social networks. Finally, if after the petition has been publicly "visible" for no less than three weeks, it recieves 500,000 signatures the petition should then be considered as a proposition or bill and be opened up publicly for a vote. That would truely open up our government to be a government "by the people, for the people"
