OPM states that each agency must draft policy regarding Federal Employees being required to work when the Federal Government is closed. As a result, many agencies write telework policies that state in the event of the government closing, the employee must telework on that day or take annual leave. The alternative is usually not to sign a telework agreement. Telework is a benefit, and one that makes the government more family friendly. It is a policy used mostly by people with young children, elderly parents, or both. On days the government closes, these same people need to care for children with closed schools/daycares, check on elderly parents, or continue to dig out after a large storm. Please don't punish these people by forcing them to use annual leave. Please, OPM change the standard.
