Make a policy in which vehicle companies must make their vehicles more fuel efficient each year by a percentage.

Each year people are spending more and more on gas. Vehicles are becoming more fuel efficient but there is far more efficiency to come. If a policy was set into action, making car companies in America to design their vehicles to be 10% or more efficient with gas consumption for a period of five to ten years. Then pollution of the environment would decrease and global warming would decrease too.
