Make the Post-9/11 GI Bill Retroactive

The Post-9/11 GI Bill came out in 2009 for those who served in the Armed Forces after 9/11/2001. In my case and that of many veterans, I had already finished my schooling prior to 2009. The post-9/11 GI Bill is not retroactive to 2001 as it should be. If the post-9/11 GI Bill were retroactive, veterans who took out student loans, can use this to help them as the post-9/11 GI Bill is doing for current veteran students. The GI Bill that veterans got prior to 2009 did not cover tuition as the post-9/11 does. This should have been done when the post-9/11 GI Bill was created.
