Make potable water free to all it's citizens, we can't live without it so why is payment required? Right to life, liber.

I don't believe we should be charged money for potable drinking water. I believe that potable drinking water either bottled or tap should be free to tax paying citizens. The cost of these services should be integrated into the counties annual budget and distributed through the county by having a storage area for bottled water and a clerk to inventory and distribute the water or have the cost of maintenance included in the budget of tap water, much like a parks dept, or city water dept. Either way if we have a constitutional right to LIFE, liberty, and the pursuit of happiness, then the basic of all these would be free drinking water, for without it we would surely die.
