Make the practice of releasing rape victim's name illegal unless consented

Dear officials,
In the recent coverage of the Steubenville trials, FOX news and CNN coverage released the victim's name due to carelessness.
It is currently journalism basic standard of practice to withhold the victim's name unless they have consented otherwise. This issue had been long debated in the journalism community:

However, due to the sensitive nature of the crime, this practice should be deemed illegal. Personal information of the victim should be held confidential indefinitely. We do not want to see another careless mistake by any of the media outlets.
