Immediately make a Presidential decree that all legal residents of the United States must own at least one firearm for use in the defense of the United States and the Constitution of the United States.
All effort to support this decree should be made by the United States government including: issue of ammunition for target practice, free gun safety courses offered, concealed carry permit classes offered without charge, all military firearms that are being retired should be reduced to semi-automatic and offered for sale at a discount to American citizens for use in this purpose.
