Presidential election cycles happen concurrently with Leap Years. Utilize the extra day that American's work as a way to create a National Holiday on the Tuesday following the first Monday in November, otherwise known as Election Day, for the express purpose of voting. This will ease the burden on most American's and allow them to fit voting into their hectic schedule.
