If perpetrated by adolescents, they are tried in juvenile court. Even the perpetrator who is tried as an adult; first offenses don't carry the proper punishment. By making the crimes of Rape and Sexual Assault Federal Crimes, prison terms can be made uniform in all 50 States and U.S. Territories. Rape & Sexual Assault prison sentences must be on par with Murder or Kidnapping sentences. In all instances of Rape or Sexual Assault, the victims needs assurance of a severe penalty imposed on their assailant, in order to improve the healing process that victims must undergo. Many victims survive these haneous acts. They're just as severely traumatized as any kidnapping victim. They suffer enough psychological trauma to ruin their lives, indeed psychologically murdered, never the same again.
