Make private insurance companies the primary insurers of the elderly and disabled.

By changing the rules so that private insurers remain the primary insurer of the elderly and disabled we will motivate the private market place to reduce and control costs while at the same time reducing the costs to Medicare and Medicaid. Currently Medicare is the primary insurer and must pay 80% of the cost while private insurers only pay the remaining 20%. Reversing this method of payment would not only help to control healthcare costs but would also help to reduce the deficit.
