Make a "Prohibitive armament" list of what can be owned by the public to be placed in a safe place for use by the owner.

To not infringe on the 2nd amentment's right to bear arms, you may own prohibitive firearms but must be stored at a state facility for use. You must check out the prohibitive firearm and have it registered at the facility. The firing mechanism of the prohibited firearm must be stored at another safe location. Prohibitive armaments to start must include automatic or semi-automatic armaments, any type of bomb, military armaments to include RPGs, mines, tanks, fighter airplanes, rockets, etc. and many more to be included to this list which is a beginning of the definition of prohibitive firearms.
