When a person purchases a home, depending on where this property is located, they may be subject to a "sales tax" in which the government receives their fair share of the revenue from the transaction. However, after the initial purchase a land owner is often expected to pay a yearly tax on that property to ensure that what they should already "own" remains theirs, it's basically double taxation! These taxes are a large portion of the revenue for local governments and as such a secondary solution in which these governments claim their needed funds should be decided upon at their discretion. The problem is that people who can't pay these yearly taxes are at risk of losing their homes, they are at risk of having their property stolen from them by the government that is meant to serve them!
