Students are falling behind because the rights are students and schools districts are not guaranteed by the U.S. Constitution. Unfortunately, schools and school districts are tied to housing costs, thus, poorer cities and towns receive worse infrastructure and human capital when it comes to education. We, as a nation, need to have a more egalitarian approach when it comes to education and education expenditure. We, as a nation, shouldn't have a system that gives money to the top performers ("Race to the Top"), that belief only maintains a system in which the poorer communities cannot succeed. We need to focus on the student as a person and not as statistic. Tests create a one size fits all person and only benefits a few. It hinders growth, progress, economic stability and innovation.
